City Tells WSDOT its Noise Variance is Unacceptable and Incomplete

May 1, 2017 by MontlakeFlyer 2 Comments

Last week the City of Seattle Department of Construction and Inspection sent WSDOT  a letter stating that WSDOT’s application for a noise variance during the Montlake Phase of SR 520 construction is  “unacceptable and incomplete in its current form.” Because the city has rejected WSDOT’s initial application, the next step is for WSDOT to prepare a response to the letter.

The city noted that the application does not “substantively address how complying with the standards would ‘render the project economically…unreasonable’” and that “the initial application does not identify specific noise impact mitigation.”

View the compete letter from the city to WSDOT (pdf) here.

The Montlake Community Club was one of several neighborhood groups to write in opposition to the ordinance.

A big thank you to the many Montlake residents and our surrounding neighbors who attended meetings, made phone calls, and wrote letters to oppose the variance.

April 20th Deadline for Public Comments to 520 Construction Noise Variance

April 19, 2017 by MontlakeFlyer Leave a Comment

noise featuredTomorrow, April 20th is the deadline to submit your response to WSDOT’s application for a Noise Variance during construction (click to review application).  A few highlights requested in the application:

  • The right to do construction at higher noise levels 24 hours a day, for the next 7 years, the full scope of the 520 construction.
  • City of Seattle’s current limit on nighttime noise is 45 db, WSDOT is requesting 80 db. With decibel scales, this over 15X the current limit.

Many neighbors, including the Montlake Community Club Board, are concerned about this noise variance. As such, the Montlake Community Club has submitted a letter opposing this variance. You may view the Community Club’s response to this variance request HERE or click to view other responses by Laurelhurst, North Capitol Hill, and Senator Jaime Pedersen.

The Montlake Community Club encourages all concerned neighbors to take advantage of the public comment period which ends tomorrow, Thursday, April 20th by sending an email with your comments concerning construction noise and hours of operations here:

  • prc@seattle.gov
    Reference Project # 3027364

If you prefer to view WSDOT’s noise variance docs as PDFs rather than DOCX files, go to this Dropbox folder.

You can see all WSDOT’s material and comments already filed here. (Type in 3027364 for the project number)

What Your Neighbors Are Telling WSDOT in Survey Due April 4

April 3, 2017 by MontlakeFlyer 1 Comment

A reminder to all Montlake residents to please complete a short survey from WSDOT by tomorrow (Tuesday, April 4). Don’t miss your chance to be heard on the next phase of the SR520 construction and WSDOT’s draft Neighborhood Traffic Management Plan.

Here are some of the things your neighbors are calling out to WSDOT in the survey:

  • The Draft Neighborhood Traffic Management Plan does not address the unsafe conditions for pedestrians and bicyclists now nor during the entire construction period
  • Don’t take the Montlake Blvd Market and gas station, a vital community resource (Write this in as a priority when asked)
  • We need reinstated service on the #43 bus to be connected to our neighbors and for access out of the neighborhood when construction begins
  • WSDOT’s plan shows a #43 bus under “Transit Operations,” but this route has been hacked away so severely as to be nearly unavailable.  Other routes are long gone and for most of us, getting to/from downtown or even Cap Hill with public transportation has become a mess.

The survey is online here.

Background information and materials WSDOT presented on March 22  about the draft Neighborhood Traffic Management Plan are posted here.

Two Races Coming Through Montlake in May

March 28, 2017 by MontlakeFlyer Leave a Comment

Two races are coming our way in May 2017: the Nordstrom Beat the Bridge run and the Emerald Bike Ride. Both of these races will impact Montlake and organizers want you to know about road closures.

040904A_BTB_17_Facebook_Profile_PicBeat the Bridge on May 21 begins at Husky Stadium with runners then heading south across the Montlake Bridge. The race continues along 19th Ave, to E Lynn, right on Boyer and onto Fuhrman, and then over the University Bridge. This Neighborhood Letter has a complete list of street closures with times.

The Emerald Bike Ride on May 28 will traverse roads not normally open to bicyclists including the SR 520. Riders will be coming through the U District and Montlake between 6:15am-9am. Find more info on the Cascade Bicycle Club’s community info page.emeraldcitymap_5_0

These races are in addition to the Rock N Roll Marathon in June, which we wrote about here.

Comments about Traffic & Market Due to WSDOT

March 27, 2017 by MontlakeFlyer 1 Comment

MBM-store-frontCalling all Montlake residents: please complete a short survey from WSDOT about the SR520 Traffic Management Plan. If you could not attend the meeting on March 22 (or even if you did), now is the time to have your voice heard on traffic issues in our neighborhood. The survey is tailored specifically to Montlake and is your chance to give feedback on what you would like to see change as 520 construction moves forward. Comments are due April 4. A reminder that WSDOT still intends to take the Montlake Blvd Market and gas station properties.  If you want to keep those businesses in our neighborhood, please express your support for them in the write-in section of the survey. Tell WSDOT they are an important part of our community. The survey is online here.

Background information and materials WSDOT presented on March 22 are posted here.
