WSDOT – Montlake Boulevard Signage Survey(closed now) and Community Meeting (registration still open)

Dear neighbors,

We have heard your concerns about the sign bridges recently installed on Montlake Boulevard. We want to work with you to evaluate options for a path forward.

Community survey and in-person meeting

After consultation with 43rd District legislators, city of Seattle officials and WSDOT leadership, we would like to invite you to an in-person meeting at 5:30 p.m. on October 26 at the Queen City Yacht Club. There will be a virtual option if you cannot attend in person. The goal of the meeting is to share design context, answer your questions, and gather your feedback for potential signage adjustments.

In advance of the meeting, please take this survey about the design of the sign bridges. The goal of the survey is to better understand your concerns and priorities, and to make sure everyone has the opportunity to share input and ideas. The survey should take approximately 5-10 minutes to complete.

If you plan to attend the meeting either virtually or in person, please RSVP via the survey so we can plan the meeting space accordingly. You do not need to attend the meeting to take the survey, and we will continue to keep neighbors informed about feedback and next steps via email.

Sign bridge installation

The reconstructed and more complex Montlake Boulevard interchange – including new transit and HOV direct-access ramps to a toll facility – needs adequate signage to clearly direct motorists where they need to go. To avoid construction delay, we plan to open the project to traffic later this fall using the two sign bridges that already have been installed, with the understanding that the community conversations could result in future changes. That said, we will pause installation of the third sign bridge north of the interchange as we work to understand more about concerns and possible signage approaches.

We know that construction timeframes are dynamic and could change due to fall weather. We are committed to communicating with you through meetings and email regarding what to expect for interim and permanent signage, once decided.

Montlake traffic projects

Traffic is increasing in Montlake. We experience gridlock and cut-through traffic routinely. The SR 520 project is adding pressure on the neighborhood at a rate unplanned for by SDOT and WSDOT.  Various projects need to happen in order to mitigate the effect.

The Seattle Department of Transportation (SDOT) has funded some of these efforts through Vision Zero Project.  Additionally, Washington State Department of Transportation (WSDOT) has given SDOT $250,000 for traffic calming work outlined in the Neighborhood Traffic Management Plan.

A few of the changes will be done before the next Phase of SR 520 begins in late 2018/early 2019.  The Montlake Community Club has requested additional projects, however, at this time SDOT is unable to fund them.

This is a report of projects completed, underway or under discussion.  We will also address the 23rd Avenue East Vision Zero project and the SR520 project in future articles.

Interlaken Park Path and  Stairway Replacement Construction started in July.  This project includes stairs, a guardrail, and a bike runnel. Seattle Metropolitan Park District Funds and SDOT Details here.
All way stop at intersection of Lynn/23rd/22nd Avenue Based on neighborhood feedback the change will not be installed. In anticipation of installation, guidelines were spray painted on the street. These will fade with time.

Regarding public transportation, the 23rd Avenue Corridor is one of seven planned RapidRide lines in the City.  The RapidRide Expansion Program is a partnership between the City of Seattle and Metro Transit to deliver convenient, high-quality public transportation options. It was originally scheduled for opening in 2024, but currently, no funding exists for this project. It is hard to understand the lack of funding when the #25 was discontinued and service of the #43 has been drastically reduced.  Even with Light Rail, our community is underserved with transit options.

It is critical that all Montlake residents influence these projects.  Please continue to put pressure on SDOT and ask them to fund all of the requested projects (email SDOT).  When emailing SDOT please put “Montlake Traffic Calming Measures” in the subject line. You are encouraged to use the City of Seattle “Find IT, FIX IT” app (www.seattle.gov/customer-service-bureau/find-it-fix-it-mobile-app) to post any request you think should be addressed.  That includes the items listed above.  WSDOT, SDOT and the City of Seattle need to hear from each of us if we expect anything to be done.

If you want to learn more or get involved, reach out to the MCC, join the transportation committee, or attend one of our monthly meetings.  Meetings take place at the Boyer Children’s clinic on the second Tuesday of each month (September-June) at 7:00 pm.  We have made great progress, but it requires continued community involvement.

SR 520 Westbound Exit Lane and Off-ramps to Montlake

July 14-17: Weekend closure of westbound SR 520

• Crews will close all lanes and ramps of westbound SR 520 between 92nd Avenue NW and Montlake Blvd. from 11 p.m. Friday, July 14, to 5 a.m. Monday, July 17.

• Neighbors near the MOHAI staging area may hear noise during round-the-clock weekend work. While the loudest activities have been scheduled for daytime hours, crews will be operating under a temporary noise variance from the city of Seattle.

July 17: Opening of new westbound SR 520 off-ramps to Montlake

• 5 a.m. Monday, July 17, westbound drivers will begin exiting the highway a mile before they currently do to reach Montlake and Lake Washington boulevards.

• The new exit lane will begin on the floating bridge, noted by the map’s red star below.

• Check out this video to see what changes are coming with the opening of the new westbound SR 520 off-ramps.

Note: Drivers traveling to Roanoke or I-5 will remain on the old structure until the new westbound lanes open in late August (the closure associated with this work is currently scheduled for August 25-28).

April 20th Deadline for Public Comments to 520 Construction Noise Variance

noise featuredTomorrow, April 20th is the deadline to submit your response to WSDOT’s application for a Noise Variance during construction (click to review application).  A few highlights requested in the application:

  • The right to do construction at higher noise levels 24 hours a day, for the next 7 years, the full scope of the 520 construction.
  • City of Seattle’s current limit on nighttime noise is 45 db, WSDOT is requesting 80 db. With decibel scales, this over 15X the current limit.

Many neighbors, including the Montlake Community Club Board, are concerned about this noise variance. As such, the Montlake Community Club has submitted a letter opposing this variance. You may view the Community Club’s response to this variance request HERE or click to view other responses by Laurelhurst, North Capitol Hill, and Senator Jaime Pedersen.

The Montlake Community Club encourages all concerned neighbors to take advantage of the public comment period which ends tomorrow, Thursday, April 20th by sending an email with your comments concerning construction noise and hours of operations here:

WSDOT/SDOT Reps Talk Montlake Traffic Issues

Montlakers were once again drawn in for an update from Washington State Department of Transportation (WSDOT). This time the event (Wed, March 22) featured posters with “explainers” and a presentation/Q&A format. Seattle Department of Transportation (SDOT) and Metro/King County representatives were also on hand with information. Present too, were consultants from KPG explaining the Montlake Business District Improvement Plan, an effort led by the Montlake Community Club. Whew! A little confusing with all those presenters! Unfortunately, a query about the future of the Montlake Blvd Market and gas station brought a response that “The matter was under negotiation, so could not be addressed at this time.”  BUT there is reason for optimism, because Montlake finally appears to be getting a coordinated response to its traffic concerns.

Canon Pictures 042 The WSDOT spokesperson provided a brief overview of the newly posted Update on the SR 520 Montlake Phase**, with a focus on the Neighborhood Traffic Management plan.

This Update includes a look, not just at what is happening on SR 520 as reconstruction gets to Montlake, but also a first look at WSDOT & SDOT’s combined ideas for “potential local street measures” right here in Montlake. (Chapter 4 Potential Local Street Measures, pp 24-31).

We are encouraged by this evidence that WSDOT has been listening to us, and has actually been working with the City of Seattle Department of Transportation to respond to the traffic problems we’ve all been telling them about. This could mean genuine mitigation, folks! Please check out the report.
